Edit: Okay it looks like for Dutch, and Nordics, I’ll assume they speak English. For everyone else, I’ll ask in their language first. Unless they’re the Duct Tape Can’t Fix Stupid But Can Muffle The Sound Otter shirt in contrast I will get this French. In which case I’ll ask if they can speak English in the most condescending redneck accent, just to annoy the French. Think I got it figured out.

Duct Tape Can’t Fix Stupid But Can Muffle The Sound Otter shirt, hoodie, tank top, sweater and long sleeve t-shirt

Once when i was in Amsterdam i asked a bartender if he spoke English, and he was genuinely offended at the Duct Tape Can’t Fix Stupid But Can Muffle The Sound Otter shirt in contrast I will get this implied suggestion that he might not. Tbf, the ability to read is very common. The ability to logically comprehend the meaning of what was read is more difficult. Living in Germany, I usually approach with “Is English ok?” rather than “Do you speak English?” I think that way doesn’t bring into question their language skills (while clearly indicating my German is terrible!). I get answers ranging from “of course” to “I will try.” And I always say “thank you for your English” when we’re finished (it always gets a positive reaction, people seem charmed!). This is a good approach. I am Dutch and while I agree with the others in this thread that it’s safe to assume nearly all Dutch speak English, it is still a form of courtesy to check if they are alright with conversing in English. You’re still a guest in their country where the official language is Dutch.
