It’s worth expressing interest in the position while bringing up the discrepancy to see if anything can be done. Sure, there’s a risk that they take away the offer, but there’s also a risk that you get a bunch of extra responsibility permanently dumped on you for a shitty raise that isn’t worth it. At that point you pretty much are ensuring you have to leave eventually within the next few years to keep your workload in line with your compensation. Personally, an extra 20% wouldn’t make that much of a difference in my finances. Maybe OP is in a different financial position, but unless OP desperately needs the money there’s no reason to let people take advantage of you. The pay for the position is the pay for the position. The “raise” may be 20% of his current salary but it’s less than the actual pay allotted for the role. That’s inexcusable and very scummy.

If you negotiate this, which can’t hurt, you gotta be realistic and flexible. They could just as easily title the role down a level and give less comp that way. Then OP is missing on the title which is very useful for their next job… I’m on the high end of my roles comp and I expect when I get promoted to be more in the middle. I might not get a raise or it may be very low. I’m okay with that for the title tbh. Best thing to do is mention the comp is a little low in an elegant way and ask if there’s anything to do to get it a bit higher knowing the responsibilities are much more. You don’t wanna come off to picky here though as they already said it’s going to be posted externally. My guess is they were hoping the guy would say yeah before they posted it externally and also hoped he wouldn’t look to see he was getting shafted (purposefully) cause companies are shitty
