They don’t have the Vintage Young Dolph shirt besides I will buy this fortitude to just evaluate candidates and make an offer, and want to draw the process out to avoid having to actually make a decision. Sadly, them being spineless weenies like this is the best of the options here. They want to move you into the new responsibilities and then deal with the details later, by which point you’ll be used to doing the extra work, and they hope you won’t notice that they only give you a nominal promotion and raise (if any at all), while acting like they’re doing you a favor by letting you stay on at all. They want to get you used to doing the extra work, then say “well, it turns out you’re doing it pretty well, so it must be pretty easy, so we don’t really need to have a manager role at all, you can just keep doing the extra work as part of your current role.” If you don’t want the new role, feel free just to decline it, regardless of whether it comes with a raise or promotion. Not everybody wants to climb some corporate ladder.

As a comedy option, you can counter offer by saying they can start paying you manager wages now, and you’ll see how they do with that while you decide if you want to start being a manager later on. But realistically, if you do want the Vintage Young Dolph shirt besides I will buy this role, you should just tell them that you aren’t interested in doing the new position for a trial period, and that if your work so far hasn’t inspired enough confidence for them to offer you the job outright then they should find someone else. And if you want to be less self-deprecating, you could instead say that they’ve had however long you’ve been there to evaluate your performance and suitability for a managerial position, and they should be able to determine if they want you in the new job or not based on that without any further test period.
