The institution should be (and probably is) trying to encourage good candidates to apply, working to eliminate cliques, and helping good candidates prepare for promotion boards. Now, I’ll give you that it shouldn’t be too strict; if they don’t have a good candidate for one turn, they should open to others, but it would be dangerous to head back into “it’s always the same group who is more qualified than the others.” So to avoid that, I am accepting that turn-based promotion system. And I am white, by the way. Just recognizing that racism can be very subtile, and be hidden by “fortuitous” excuses. This is literally discrimination… how can you say someone getting declined for a promotion just based on race is not racial discrimination? As for your first question, it would be discrimination if OP was consistently prevented from being promoted. You know, like people from other groups before that rule was set in place? No, but I know a thing or two about real discrimination. You know, the one that OP said was the norm before, where only those belonging to one group got promoted, and none other? I just don’t believe this is happening, especially in North Caroline prisons. All you have to go in is the fact that you think you interviewed well despite having very little experience, and that your boss, who isn’t at all involved in hiring decisions, is claiming there’s discrimination. I’ve now been told it’s because of some sort of order they hire people based on race? Something my facility came up with. Basically, the sergeant they hired prior to me was white and now they will not hire me no matter how well I interview/qualify for the position because I’m also white. The order is black, white, hispanic, repeat.
