People will still get tipped for doing great service. But the standard of tipping everyone who just does their job as a waiter needs to die. If I were to guess the most likely options are your tip is purely benefiting the owner and not them. Either the owner/manager is pocketing it (or taking a huge cut) or the total tips don’t cover the difference between the traduced pay many restaurant workers get and minimum wage (which the owner must cover). Either way it doesn’t benefit them to receive your tip and given a choice as to who’s money they would rather take they would rather take the owners because at least you are trying to bump their pay.
