In some areas, people reported receiving individual hand-written letters from JW’s. This allows me to conclude that the witnessing activity had nothing to do with recruiting new members. The church discouraged typing up a letter, making copies, and mailing. They instead chose a method which encouraged members to spend the most time. So the goal was to have the members ‘do something difficult for the church’, not ‘do something that would reach the most people’.
