The majority of that sub is working out what settings destroy your framerate for no reason, and figuring out various crashes and issues with utilizing VRAM that Rockstar hasn’t fixed. This game was poorly optimized when it launched and you are playing it 5 years later with a GPU that should be overkill for it. 100 fps doesn’t sound like “peak optimization” in my book. Peak Optimization should give you 144 steady fps at max settings. You should take a look at RE Engine games or doom games. Also Rockstar has history of badly optimized PC games.
