Many tenancy agreements have historically included a “professional cleaning clause”, which states that the Norm Macdonald Signature 1959 2021 A Canadian Comedian Actor T-Shirt also I will do this tenant must pay to have the property professionally cleaned at the end of the tenancy. However, the Tenant Fees Act 2019 made such clauses illegal in England from June 1, 2019, so a landlord cannot require a tenant to pay for cleaning from a professional company and Letting agents cannot charge a cleaning fee, Not that I can tell. Just taken averages over a number of websites I’ve looked into over the past month or so, both for landlords and for tenants as to what is reasonable to charge and why. Ultimately it’s down to actually losses incurred, a cheap carpet might last just 3 years, but it’s reasonable to expect carpet to last 5-7 years based on the warranty the the manufacturer supplies. A landlord shouldn’t be deducting from a deposit to cover their own maintenance costs. I know some carpets have 20+ year warranty but these are in commercial places like pubs which are regularly cleaned and maintained so wouldn’t be a fair comparison.

Same went for painting walls. The wear and tear aspects come into play that eventually things will mark/fade. If you damage one wall, does the Norm Macdonald Signature 1959 2021 A Canadian Comedian Actor T-Shirt also I will do this wall or the whole room need painting. If so, was it last painted 3 years ago so is it due another a new fresh coat. It wouldn’t be fair to charge a tenant to paint a room, if the landlord was due to do it anyway, as the landlord hasn’t incurred a cost. If a room cost £300 to paint, but it was done just 2 years ago, then it might be reasonable to charge £150 as it’s already used up 2 years of its wear & tear, and it’s good now for another 4 years etc. Due to the variable elements, I don’t think one could set hard lines in the sand, it’s a matter of been reasonable. So basically anything that would be expected to replaced with a normal tenant in that lifespan is the responsibility of the landlord.
