Why not let the already existing systems up them up, don’t police cars already pick up cars without insurance etc. Newsflash: most of the poorest people in London don’t own cars in the first place, either they can’t afford somewhere to park it, or the upfront cost is too high to justify versus just using public transport, cycling or walking
