I’d be tempted to do this at my house, Road is a 20 mph limit but cars often do 40+ easy. Police are a myth outside of London. People whizz up and down the little village I live in and there’s never a cop around, but you can guarantee if I fart wrong it’ll summon an armed response team. Always the way. They took 3 hours to arrive when a neighbor called to say our house was getting broken into, by which point obviously they’d looted and gone. A month later, they tried to nab me smoking a joint in my garden at 3am Saturday morning. I find your neighbour’s story completely plausible but struggle to believe a British cop would do that to you, in your own garden at night unless there’s more to the story than you are letting on? There’s a lot of objection to speeding enforcement by the public. Speed cameras were substantially wound down because resistence was so strong and vandalism frequent. The ones on the motorway aren’t doing anything most of the time though I’ve seen them go off a lot more frequently over the last 6 months or so. Lack of manual manpower isn’t the biggest problem. Currently they’re very blunt and often way too slow or sometimes way too fast. That is accepted because they aren’t enforced religiously, and the public would only accept that if they were more “accurate”. Speed limits are quite carefully set and are an actual legal limit, not a suggestion. If you speed you endanger yourself and those about you and so should be prosecuted. Sadly only those that have lost love ones to selfish pricks that ignore the law really suffer the consequences.
