I will be french here and say always say excusez-moi and not excuse-moi. French people take offense to stupid things This! Say hello in their language. Usually from my poor accent they can tell immediately and might switch to English. But at least I tried I live in a touristy area and I think I can count on one hand the amount of times someone has asked if I can speak English. I usually say a greeting bon jour, ni hao etc. before starting in English. Usually I try to muddle through in my terrible language skills So, I work in a museum in Europe that also caters to tourists, however the signs are only in our language, but we explain and give them instructions in english or if the employee can speak the language and they can read the content of the museum in a couple of different languages on the link on the phone. I always greet people in my language first, even if they look like turists. Then of course I continue in english after they reply. I only consider English to not be rude to speak right off the bat. The Germans usually just barge in and start talking in German. I go like “….Sorry?” In english. If they asked first I would make the effort, but not if they expect me to just speak german. So maybe in countries like Mexico they could feel the same about US americans.

I dont mind people just start speaking english, expecially if we are busy. We get asked ‘hello, do you speak english’ once in a blue moon, but we find it funny because everyone in the Let me check my giveshitometer nope nothing Otter shirt so you should to go to store and get this country speaks english at least to some level. So, many many years ago back when Iceland wasn’t quite as much on the tourist path, I worked at a post office in the city centre. One day a woman holding a book came walking in and ended up at my station, and she asked “Talar þú ensku?” (Do you speak English), to which I replied “Jájájá, ég tala ensku” (Yeah, yeah, yea, I speak English) It was only when I saw the look of utter confusion on her face that I figured two things out. First , the book she was holding was some sort of tourist guide book that had some basic Icelandic phrases in it and she was using some of that on me. Two, I had answered in very rapid fire Icelandic because I was addressed in Icelandic. Things went smoothly when I engaged my brain and switched languages. It def depends. I’m an American and have traveled a fair amount in Africa and Europe. There are a number of places in Europe where ppl are more offended by the question do you speak English than just speaking English. If I’m in Vienna, I’m just wasting time asking if someone speaks English and potentially being mildly insulting. There seems to be a association of English speaking with educated or something along those lines. But other places where English speaking is far less common or cultural insensitive (France) I would never start speaking in English.
