The ones who actually grow and are able to do the job duties get trusted with additional responsibilities. We promote based on merit. We have a checklist of expectations someone must meet in order to have a certain title. Titles are flexible based on what roles someone is fulfilling.

Yes, promotions come with higher pay but also additional responsibility. We don’t just hand them out like candy.
