The cessation of thought will simply come about when you are in a state where no thought is necessary. When I get mad at myself for not having a quiet mind during meditation, I try to tell myself that noticing all of those thoughts was an accomplishment on its own, since my mind is running like that all day unnoticed. In relaxation (Dr Meares method) the mind slows down and then stills. In stillness there is an absence of thought or disturbance. This may seem hard to understand but it occurs. Actually, you only realise afterwards, when you have finished, that the mind has been still. Refer Dr Meares books, if of interest, he wrote many of them. He explains his method in a couple. Meares passed away and his books are only available secondhand, some are harder to get. So, usually I suggest Ainslie Meares on Meditation as it is available from the usual retailers and contains Meres explannation and instructions on his complete method.
