It depends exactly where you’re travelling – in western Europe I think it’s to a degree acceptable but at a minimum I’ll still try to say basic greetings and answer questions in their language. If you’re going to Asia and you’re of Asian ethnicity then sometimes they assume that you’ll be able to speak their language , so I’ll generally ask if they can speak English using it prior to switching. I feel like the more annoying thing would be being stopped when I was clearly busy or in a rush. Don’t do that to people unless you have to. Maybe don’t do this in Pairs where they are supposed to known for being annoyed? But I actually found most people really lovely in Pairs too, sooo je n’sais pas! I’m Norwegian. I get annoyed (but not visibly) if you ask me if I speak English. It’s a waste of time, and even the mentally challenged speak English in Norway. I’d say it depends a lot on which country you’re in. Ask in France. Ask older people (60+) in Germany, but assume young people speak English. Assume everyone is fluent in English in Scandinavia and the Netherlands.
