As an American living abroad, I file taxes every year, but have never paid any taxes. You have to be making more than 85,000 USD a year to be taxed by Uncle Sam. I was able to claim the stimulus checks under the Trump administration and have those directly deposited into my US bank Acct even though I have no paid any taxes since I was in college. This tax also applies to people who’ve been permanent residents for any part of 7 calendar years; since getting US citizenship requires being on a green card for 5 years (usually) and about a year of processing, anyone who’s had enough time to go through the citizenship process was already subject to the tax. Yes you file but you don’t pay anything. You’re not making a US income so therefore no US taxes… file but your 1040 says 0.
