I’m not saying we shouldn’t do anything – far from it, it’s just that it’s a complex and expensive proposition. Grants for homeowners would be a great start, because it’s easier to add shelters for them. I’ve seen companies that are able to cut a hole in your garage foundation (for example) and drop a small steel shelter in there large enough for a typical family. And yeah, there are already several options available for drop-ins that work with preexisting garages, in-ground, or standalone above ground shelters and there is a design engineered for every ground type. They are expensive in that a single homeowner might get stickershocked but not so expensive that these costs can’t be socialized. (They range from $4,000 to $9,000.) We pay more than that in Pell grants and miscellaneous subsidies alone.
