Kennedy served in the navy during World War II and knew the horrors of war firsthand. He knew what it was like to lose a brother. He knew what it was like to lose a son. National Security Action Memorandum Number 263 shows he had plans to pull out of Vietnam at a gradual pace. He wasn’t a warmonger, and with McNamara saying they had three months to turn the tide of war over in their favor with only 15,000 men, it doesn’t make sense for Kennedy to withdraw 1000 troops if he had plans to expand the war.
