I disagree. In that case, the item is being carried to cause injury – so it’s an offensive weapon. Carrying something to use in lawful self-defence is fine, if you’ve armed yourself in response to a specific and imminent threat. But merely carrying something around with you “just in case” you get threatened is illegal. Any other interpretation would completely undermine the entire function of the law. The law itself also doesn’t make any distinction between items intended for the purpose of causing injury in self-defence, and items carried for the purpose of causing injury generally. Both are “intended for the purpose of causing injury”.
