I’ve worked construction with homeless people from shelters who struggled with having their meager belongings stolen and, without an ID, couldn’t find the help they needed. Trapped both in and outside of a system and sometimes with that comes an emotional distress. All it takes is a local government that doesn’t consider unhoused people equivalent to human cockroaches. The difference between sending in the cops or a mental health professional isn’t that one side somehow didn’t get the message or is too stupid to recognize that what they’re doing isn’t working, it’s a complete lack of compassion.

New York City has a similar program called B-HEARD (Behavioral Health Emergency Assistance Response Division), which sends out social workers and mental health specialists instead of police officers. By the way, when Americans were talking about the (terribly named) “defund the police” a couple of years ago, it was specifically this kind of program that they were thinking of: Use some police funds to pay for mental health crisis teams and social workers. WTF were they thinking with that moniker? Did they run a focus group to find the least palatable slogan for what was a pretty common sense position?
