We may not have the best governments down south by all my experiences with the passport office, post office, banks etc. have been very prompt and pleasant. Exactly the opposite here in Delhi though. I study at a government college and it took them a WHOLE year to file a single sheet of paper to pass my scholarship. No one knew what do to and they just kept pointing fingers with utter incompetence. Believe me, India feels different in different states. My experience with Delhi is also awful. I stayed here for 6 months and everything was awful. Most importantly, almost all people were greedy, mean, stingy, immoral, ready to fight and what not. Even the doctor that I met was having fake degrees. Thank god, I returned home otherwise I could have been very sick and perished.

Next time ask your neighbours, elder or just search Government hospital website, they have Doctor name address phone number, most of these reputable doctors have home clinics. During the police verification and they were so bold that they didn’t even come to my house, they called me to the police station. Nowadays they are calling to station. I too was called for my recent passport , was not asked bribe. There were others also waiting for verification when I went to the station.

I remember bribing for my passport 20 years ago but needed one a couple of years ago and needed it on the same day as i was traveling as i lost mine and in mumbai i got it done within 6-7 hours. Of course had to pay the tatkal amount but the way it was processed where TCS handled all documentation etc there was no scope for anyone to ask for money. Ghaziabad police station hell every police station in the very NCR of delhi still asks for bribes during police verifications. There. Magic word that you forgot to include. Ghaziabad. Have you tried reaching out these dept heads on twitter? Probably as you are not a native and you need their assistance they are asking money. If you can make it from your native or from a bigger office like in proper delhi i think it would be easier and as far as bribe if you make a bit of noise usually they just shut and give. It all depends how soon you need it, if you are ready to fight it and waste some time do it or else no option i guess but to pay…

Ghaziabad police is the What Naughty is the new nice Shirt Besides,I will do this worst! There was an old guy (maybe middle aged but he looked old) who used to stare at me whenever I took my dog out for a walk… I complained to the police (there is always a police car standing outside the society) and he said that he will fix the situation but I had to pay him (2k). I did it and that guy held a grudge against me (he died 2 years ago)… It amazed me that a police officer was asking a 19 year old money to just tell the guy to stay away! ETA: (South) Delhi police is actually quite good though! When I was in a reputed college in Mumbai, the registrar clerk would be addressed to as “ Sir” so that he could sign off on train pass – something that’s supposed to be part of his job. Remember this position “registrar” please.

The clerk, for 3 days does not move my file to the chancellor. Finally on day 4 I ask him how much he needed? I don’t remember how much I paid him to do his job. I get admitted to a great university in the US. I get a job as a lab assistant while in the college. After a few months I get the job of Teaching Assistant and the professors office requests my transcripts. I approach my university office, it’s closed for the weekend. I leave a voice message explaining the urgency of the transcripts. Come Monday I go to my new job – Teaching assistant with an excuse in mind for being late w transcripts. To my pleasant surprise I find out that university office had faxed those on getting the voice mail.

In-general, passports are supposed to be issued/rejected within 30 days, but ofcourse there are exceptions where something happens. Also, from personal experience, if a police station doesn’t verify you or negatively verify you, you can raise a complaint about it. Unless they have a solid reason to do so and they have put the legwork, they will have to show why the report is negative, and by they, I mean every police personnel who signed that report. That’s what I had threatened to do when I was asked for a bribe for my passport. I’m from Bihar, so it’s definitely worse for me than it’s for you in Delhi.

He straight up just told me that his “bribes alone” could cover that cost in 2 or 3 years and that his pay was immaterial. I was confused and asked him what he meant. He explained he was referring to the bribes he would take after getting to the post.
The whole thing went like a very normal conversation. All of this, plus the opportunity to make a lasting change for the positive in the country I.e job satisfaction. It’s a life to dream for. Even your gardener, electrician and house enhancements are paid for by taxpayers. You have practically no expenses and a super stable job.

I recently turned 18 and applied for Licence, pan , voter ID and I did not pay any bribes. The process was relatively fast too.(I’m from Andhra Pradesh) I paid for house tax on a website our municipality maintains. My account was debited but their site errored. I called them, mailed them and tweeted for months but no one gave a single response. Luckily it was a credit card so chargeback was successful after 3 months.
I have been trying for a building permit revision since January. It is a fully digital process that is supposed to be very fast and transparent. At each step it gets delayed for silly excuses and sometimes the What Naughty is the new nice Shirt Besides,I will do this concerned official is on long leave. The system is broken. I remember when my mom was getting her passport made, the person to whom we asked about the procedure included the step of giving the bribe like it was a government requirement… It’s like we can get no work done without giving bribes.
I completely agree with OP this is a hard fact to swallow but if you not rich prepare to suffer or be patient I have been waiting for more than a year (paying bribes here and there) cause of some blunder caused in past. Its convenient for rich to bend rules and law makers follow rules when needed. If you want to go by rules then prepare to suffer. Here’s an insight: Any notice from tax office including GST will need to be promptly replied to within certain days. Usually anywhere between 10-30 days. But once you reply, they are not held accountable to reply back. They can take as much time as needed to reply back. Some GST offices don’t even have a working contact method ahem.. cough cough Kerala … They expect you to turn up at their office and call the What Naughty is the new nice Shirt Besides,I will do this number written on their door for follow ups. Compare this to Hong Kong, Dubai, e.t.c walk in they will either say you are compliant or pay a penalty if you are not. No run arounds. India is still decades back from most of the other countries.

Hoped so much change from the new government but things have remained same. Applied again, paid 1500. Policeman came asked 1000 rupees, hated it, first time someone asked for bribe like this, still gave him. Next week another dude comes in, says he need another 1000 rupees, has a list of people who applied for passport, my name’s there too. Have already paid too much of money, but also don’t want to lose everything again, so paid him. Please don’t leave us alone, stay with us. Try to reduce the corruption and make it your life purpose. We need you. It’s impossible to change the system, not to sound pessimistic, but if someone made it their purpose in life they would be wasting their life I am with you on getting out of this shithole. But folks like us gotta keep the following in mind. Once you get out of here, don’t look back, don’t preach how great india is once you move to a different country, and assimilate into the host culture because it’s that culture that made the country great.

You dont have to know a guy, dont have to read between the lines, you dont have to smooth talk. Whats on paper is whats IRL. Situation is bad! Once there was a time when paying a bribe would ensure that your work gets done, now it is pay bribe and hope it will be done… Somebody posted here last week saying they opened complaints with the CMO of their state and it was taken seriously and handled in 2-3 weeks’ time. I have not seen anyone in the recent past they have a issue with the passport office. Wonder why you would want to go to a post office? What if you come across the same in the other country? Saying because I’ve experienced. Grass is greener on the other side. You’re not wrong about here though. It sucks. It’s not fair. When I was a child my family went on a holiday to Romania. This was in the early 90s when the country was recently opened up to foreigners. At the border control the police wanted a bribe. My dad refused to pay and we were stuck for an entire day until they finally got fed up with us.
Left India a long time ago and I have zero regrets. I came back a couple of times to meet family and each time I couldn’t wait to leave. There is greater respect for life and people outside India. One can subjectively acknowledge the rampant low level corruption in our country without living in every other country. There are indexes for these as well.
Talking and having lived through something are two completely different matters. My experience in getting Driving License, Passport and some of the What Naughty is the new nice Shirt Besides,I will do this other documents like PAN card, was as seamless as it could have been. I get your point about lived experiences vs OPs perception. But you’ve simplified your argument to OPs experience in India vs his/her experience or lack thereof in other countries.
