My father was an investigator for 30 years. This is anecdotal, but I went to his office a bunch of times and never saw one. Mostly, they had redwell folders with tabs and notes i.e. a witness tab with statements, a police reports tabs, pictures, autopsy/forensic, public records, and a notes/to do tab.
