No remedial courses were needed. He was in his class’ highest reading group. State paid and mandated summer school sounds great. Using a single test to measure proficiency could catch some kids who don’t need it on a bad day but they do have an audit / retest option for those who want another try. I also suspect if you asked the teachers which students they would select for this program, they would be a lot of overlap with the poorest test takers.

Studies and reviews of these tests generally reveal that there is test material up to three of four grade levels above third grade. They really aren’t a fair measure of student abilities.
