Ask the police for a list of incident reports to that address and if provided ask the landlord why you were not informed? If the steps are on OPs property and belong as part of the rental agreement, they can ask them to leave at which point it is no longer civil trespass and the police can move them on. But I second your advice to make the steps unpleasant and encourage them to move off by their own volition. OP: just remember these people can and will sink lower than you, so don’t get into a “tit for tat” battle, don’t engage directly with them. Just discreetly make the steps less and less pleasant over time and they will move on. I’ve lived where you are (on/off/near estates) for too long and people hanging about directly outside will get worse as the summer comes on. A few drops of washing up liquid (put out in the dark) on steps, walls, anywhere people sit/stand. Build it up gradually every day or so. People don’t want sticky mess on their clothes as it’s nasty and transfers into their homes/cars etc.. It’ll get sticky and unsightly but that’s the point. Using washing-up liquid minimizes damage and washes off, esp as you’ve now made yourself known (schoolboy error), otherwise I’d go stratight for used engine oil (more effective, smelly but bigger cleanup job). Go gently.
