I think this is because there are fewer practical opportunities for learning a foreign language in the US, which is a massive country where pretty much everything is English, than there are in places like Europe, which is made up of several small countries that all speak different languages (the EU alone has 24 different official languages). Many Europeans can hop on a train for a couple hours and go to an area where people speak a different language. As an American, if I got on a train (or car ride because we really don’t have a lot of trains here) for a couple hours, I’d still be in a predominantly English speaking area no matter which direction I go. I took Spanish classes all throughout my education, but with no practical opportunities for me to actually speak to someone in Spanish (as I live over 1,000 miles from the US/Mexico border), it’s needless to say that mi español es muy mal. In all honesty, I don’t think I’ve ever been in a situation in the US where I couldn’t communicate with someone in English. I also feel like there are more incentives for non-English speakers to learn English than there are for most English speakers to learn another language. English has become the closest thing we have to a standard global language and lots of people outside of the English speaking world view English as the languge of money. Meanwhile in the US, unless you have family or friends who speak a foreign language, the biggest incentive to learn another language would be foreign travel and impressing people when ordering from restaurants.
