An actual one, not an imaginary “just do all the work as if you’ve been promoted, and maybe one day in the very distant & vague future we will make it real”. Sounds more like they plan on using you as a temporary stopgap on the cheap

I’d respond to HR and management that I would only be ‘comfortable’ to perform in said function in return for a certain pay increase. As others have said, you can apply certain conditions or milestones and I’d also include a clause in which both parties can opt-out and rewind to the previous situation. Make sure everything is set in a legally binding contract.
