PhD programs graduate far more people who want to work in academia than there are jobs for them to work at. If graduate academia as a whole were an industry training program it would be investigated by the feds for deceptive practices. Many grad programs graduate class after class knowing that virtually none of them will get the jobs they want, and they do it year after year, encouraging people to enter graduate programs and acting as though an academic career is possible even though they know from previous years data that the odds of a tenure track position is very very low.
