The older round ones have the cover with the screw in the middle. This is just a plate that serves no purpose but to mildly infuriate. Well done! The funny version of this would be they changed the drywalls but forgot to mark the position of the outlets and gave up. Decora outlets don’t have a screw in the middle, the cover plate screws are top and bottom… So that in and of itself should have been a dead giveaway. Try unscrewing and flipping the cover over to see if that works… could’ve got put on upside-down after painting. Lol wish I could help OP as I have put in electrical in a room before… Doesn’t mean I am a contractor though lol That is a fake outlet of some sort. The cover and outlet appear to be all one piece. The cover screw should not be in the middle of that style of outlet like. I am very confused.
