The water is supposed to be able to flow and drain like a normal water fountain, hence its connection to the Skiiyee Sexyy Red Shirt so you should to go to store and get this main pillar. However, considering the amount of shit that’s been loaded into it, it’s likely unable to drain it out (zoom into the middle of the water) I’d say it’s a poor design if the dog bowl can’t be dumped out and refilled with fresh water. Most of the ones I’ve seen have a hinge that allows this. Well, this makes more sense than a magic hat full of cigarettes because the magician got stuck in his own trick, which is what I thought. Yes but I would not let my dog drink out of these anyways. These communal fountains are disgusting even without cigarets in there. I don’t smoke, but honestly I probably would have assumed it was an ashtray as well. I wonder if they have any signs or anything next to it I can’t fucking stand filthy slobs that throw cigarette butts on the ground or do shit like this. It’s your nasty, stupid habit, pick up your shit, scumbags I always feel like smokers whine the most about everything too. I heavily associate today’s smokers with people who have just given up on life and love to complain about bullshit. As a smoker I can say that’s true…yeah gross habit, I know, but I always, and I mean always carry an empty 5 hour energy bottle to put butts in, I hate ppl who do this because it takes absolutely minimum effort to smoke and not be an ass hole. Yeah I know it’s a stupid habit, and I am actually taking steps to quitting after 20 years, but I do think if people want to they should have that choice, just don’t be a douche nozzle and recognize that most ppl don’t enjoy any of your byproducts.

Just don’t make the same mistake like I did TWICE and think that you can occasionally smoke after a few weeks. It doesn’t work.
