Saudi Arabia has not had a hijab mandate for many years. They have socially reformed and progressed a ton in the last ten years. There’s still a long way to go, but the country is currently going through a transformation and liberalization. I think People respect him in the west respect him only because they see him as a secular dictator (he is a Muslim, but prioritises his own personal power over the power of his religion).
