They believe that burned stubble ash makes soil fertile for next crop. And also burning is easy than say – cutting, collecting, and transporting lots of stubble. The thing is wind blows this smoke to areas near Delhi, where due to geographical reasons, they get stuck and Delhi suffers. Central govt is ruled by BJP. AAP, a new national level party, currently rules Punjab and Delhi. AAP people used to thrash Congress (which was earlier ruling Punjab) and Central govt for not controlling Punjab and causing pollution in Delhi. They boasted if they come to power in Punjab, they will stop this menace within a year. It hasn’t stopped. BJP & Congress are targeting AAP now to fulfil its promise. Delhi public is also critisizing AAP. It should help BJP in the upcoming Central govt elections in May. Also farmers in Punjab are rich and unionised. They protested against new farm laws, and PM Modi (from BJP) had to repeal the laws. Now, it seems like Modi/BJP is done with them, and hence central govt don’t want to put its powers to use and stop this as it would require them to use forces, disband the unions and take a lot of anti-populist steps. It may backfire them in elections. Hence, they want State govt of Punjab (AAP) to do this – and it actually comes within their purview. Centre can override them and take control, but has no guts nor the will to tackle wrath of a new protest so close to big elections.
