They don’t even pretend to be about small government anymore as they push their war on drugs and police state funding. I forget what the South’s plans were, but the important thing to realize is that the South, being a primarily agrarian economy and having a lot of its industrial infrastructure destroyed by the Union during the war, has to rebuild. So the industry comes in and asks for less regulation. However, industry in the South is these large plantations run by single families, so they get an outsized influence. Part of that influence is reducing the social safety net as much as they can so that Blacks have to depend on White people to make a living.
