As someone in a bureaucrats, they will create opportunities for their relatives to go into the same unit as them and eventually take their position or similar when they retired, so their relatives can continue making money that way/ get the same privilege as they did. And since many bureaucrats are closely related( as example i said above), so for some corrupt officials, their interests are close aligned. So they cooperate with each other to create a “circle of interests” ( aka nhóm lợi ích) to make bribes money more efficient, while make sure their position is not shaken and helping each other princelings, while the people who have real talent are not promoted. This is a headache problem the government is still try to take out but it’s very hard, nevertheless this problem turned many foreign business away
