In other words, the state could ban you from having a handgun under your pillow so long as you were allowed to have a rifle locked up in your safe, which is essentially what DC is arguing in the Heller case. In the aftermath of Heller, storage requirements have been overturned, handgun bans have been overturned, and concealed carry restrictions have been overturned so it absolutely did expand individual gun ownership but it didn’t establish it.
