Spain for example has 10 million more people overall, friendlier relations with the US, a more developed economy overall, and only 50k Americans. Less opportunities in oil and gas that a lot of Americans have experience in. The business opportunities and unemployment rates suck in Spain, but they are better than Saudi Arabia for any business besides oil / gas. That is what causes there to be more Americans there than typical. Americans are not really well versed in things Spain does. Germany would be a better comparison with much more chemicals and manufacturing going on.
