Same people who will sit right next to you in an empty McDonald’s or park right next to you in an empty parking lot while you’re eating in your car. This is exactly it. Most of the time, they have ZERO clue you are behind them, let alone you were coming up behind them doing 10-15+mph faster than them. I’m in NC and this happens every single day regardless of traffic conditions. I finally started honking. Just a gentle beep-beep to get their attention and the majority of the time that gets them to look up from their phone and move over. This is the answer really… I don’t think they’re “refusing” so much as “completely oblivious” to the expectations of other drivers, and their place on the road.

Sure there are some jerks out there who are refusing to move out of spite or “I’m going the MiamI dolphins it’s tua clock sometimes shirt Furthermore, I will do this speed limit, get off my back” but for the most part I think it’s just people not paying attention. I have the same issue with my husband. I do the highway driving as much as possible because even if he is driving, I still have to pay attention and remind him to get back over because traffic is backing up behind him or passing him on the right. Agree. My boyfriend drives in the left lane and is unaware that he should move to the right lane. I have to tell him to move over when he is driving slower than others. He isn’t “refusing” nor does he have bad intentions, he simply doesn’t seem to know that he is doing anything wrong. I was driving from Ohio to west Virginia and this lady was just sitting in the left lane – going slower than all other traffic I passed her, pulled off an exit to use a restroom, got back on and passed her again.. but she was causing traffic to build up because of a tractor trailer in the right lane going slowly as well,.no one could get by her for quite some time. I just don’t understand this behavior
