If it’s a publicly traded company, it’s shareholders first. You make it seem like you have to leave. But in reality no one leaves. So why would they pay you more knowing that 90% of people are too complacent to quit and get another job else where. You kind of answered it in your title/question. The historic lack of job hopping made employers realize they don’t need to pay market, much less a premium, to retain works, so they didn’t. In the US much of it has to do with the decline of unions and pensions and rise of shareholder capitalism in corporate culture, probably more so the latter than anything else. With pensions being a rarity anymore there is no incentive for the employee to stay long term and little incentive for the company to try to improve the employee with training or other things that make moving up internally possible. Also there used to be some value attached to the employer/employee relationship and some limited loyalty between both parties expected before the notion that the only people who matter in the company are the shareholders and maximizing their value, it wasn’t always this way but here we are. Prior to this notion (late 80s, early 90s is when it seemed to really take off) there would be some consideration given to employees and their value to the company as opposed to viewing them as no more than an inconvenient cost.
