Not at all. Some dictatorships are very “military heavy”, the If you have a garden and a library you have everything need T-Shirt moreover I will buy this thing here is putin never was military. He is ex KBG and ran the FSB before the became president/dictator. If anything dictatorships without a strong grip on the military are a relatively recent phenomenon, being possible with increased intranational and international dependence. He actually was Head of the FSB for about a year. He was appointed by Boris Yeltsin. But, you are correct that during his earlier career in the KGB (before entering politics) he wasn’t especially important. It’s really the kleptocracy and corruption though, if they prioritized maintenance and new units production with the money they got from foreign arms sales they could have a good military and they wouldn’t be in such a pinch because of low inventory if they had plenty on hand.

If you have a garden and a library you have everything need T-Shirt, hoodie, tank top, sweater and long sleeve t-shirt

This is also true. Like most institutions in Russia, the If you have a garden and a library you have everything need T-Shirt moreover I will buy this army is corrupt at almost every level. From conscripts selling their fuel and rations to unit commanders sometimes selling whole vehicles on the black market and maintenance units pocketing money intended to maintain equipment, corruption is a huge drain on an already under-funded military. Putin must be on some amazing drugs to invade a country the size of Texas that has 8 years of opsec training against you, 500k active troops and a million more reservists. Yep. Not to mention nearly every Ukrainian junior officer and NCO in the standing army has been to a UK or US-run NATO training school and they’re leaps and bounds more competent, creative and independent than their Russian counterparts. Russia’s army is still very much a top-down army. Ukraine’s army has been built up in the western mold where leaders at a small-unit level know how to take initiative and seize opportunities as they arise, such as exploiting breakthroughs, plugging any gaps in lines they detect, advancing in a different direction than ordered if it’s an obvious advantage, etc., while the Russian army is trained to do none of these things. NATO has now resumed training of Ukrainian troops at bases in Europe outside of Ukraine, so the reservists, national guard, and the hundreds of thousands of new Ukrainian volunteers are being brought up to the same high standard. Russia doesn’t have the advantage of an outside country with capacity to help them train a massive number of troops at once. China is too different in doctrine and the language barrier is larger (there are not many people who speak Russian in Chinese because it isn’t a Lingua Franca to the degree English or French is), so they’re largely stuck with a measly peacetime conscription system to train a massive wartime army.
