There was a quite a disparity because numerous countries where saying they are now suffering the consequences of the climate collapsing. The rich countries (including my own) basically did fuck all because it’s not affecting them (yet). All this is to say certain countries polluted the earth for technological revolution and now that others countries are suffering the consequences of that we are refusing to help them. People point to china but and I know they are a threat and steal IP but it’s almost our duty to share the advantages we got from polluting the earth. The world paid the costs so share the rewards. I’m pretty sure africa is skipped the industrail revolution and went straight to solar, that’s a good example. Industrial revolution has been done, there’s no need for other countries to go that route. There used to be an idea that you need to keep increasing you energy output and consumption to keep growing (the mad max world was predicted to happen because we would keep producing coal power plants but instead we get better more efficient tech which saves us from that world). We now know that’s now true, countries can decouple growth from dirty energy policies. The industrial revolution argument is now proven to be invalid. The only preventor is sharing the tech.
