Many chose not to go and they can’t be forced. They usually just bundle up, huddle together, and try to build fires. Realistically what happens is a lot of homeless end up dying during the winter. Every time I tell someone how extensive the homeless population is there, they can’t believe it. The city doesn’t do enough and it’s very sad to see.
