The local politicians care about money and golf brings in money to the local economies. If I lived in the southwest US I would be pissed that my water is going to the golf courses. It is purely recreational and not a necessity. Also eliminate outdoor swimming pools or they need a way to greatly reduce water evaporation from outdoor pools if there isn’t a way already. Now this might be a stupid idea. And I do admit that my knowledge of the Californian area is lacking at best but could we not bring in / create some sort of machine to pump in sea water and filter out any bacteria as well as salt and convert it into fresh clean drinking water? If so something like this could be used globally to create fresh drinking water in places like Africa which have been doomed to be third world countries due to lack of access of fresh water in practically any capacity due to the geography.

The Carlsbad plant is the largest in the US, cost $1b, opened in 2015, and generates 50 million gallons to 110,000 customers in San Diego each day. To have enough of those plants to not only quench Californias thirst, but help neighboring deserts in Utah, Nevada, and Arizona, who all draw from the Colorado River, you’d need something like 500 of these plants, not 20, and that’s not factoring in transporting that water hundreds of miles or the fact it would cost half a trillion dollars. The Carlsbad plant also costs about $110m per year to operate. So not only would you need hundreds of billions to build those facilities, but $10s of billions each year to operate (let alone transport). Desalination also aren’t energy efficient.
