I agree with you that if you were building from scratch today a larger system SHOULD be able to have efficiencies of scale but I don’t think that works in London. Coming from a region with tragic public transit, TFL is AMAZING! It is expensive but it runs and gets you everywhere you need to be. I can’t imagine 200 year old infrastructure is cheap to maintain. It would be interesting to see if they are making a profit and/or how much their execs get in bonuses (aka hiding profit). Same in Auckland – AT is just pure garbage. The common saying here is to watch out for the replacement railbus to be cancelled.
