The whole thing is really an oversimplification of the problem. Besides the cost there are factors like the time it takes to prepare the food, the storage space, fresh fruit/vegetables can go bad before you use it all. Also worth noting stress makes you crave unhealthy things and processed food is often designed with that in mind, and some are designed specifically to not be filling despite however many calories may be consumed. Also also food psychologists are a thing that big companies have to help design food to increase sales. Yeah. It takes time to figure out which foods last the longest in the fridge. If you’re eating it every day, it can get expensive. Repetition is the only thing I’ve found so far that works well. Brown rice, chicken, veggies, salad. Over and over and over and over.

Sometimes avocados are dirt cheap, sometimes asparagus is, etc. Onions usually are, green bell peppers, Jalapeños, brussel sprouts, broccoli – most of that stuff is usually fairy cheap and lasts a decent amount of time. I buy it every week and we eat the same dinner every night, occasionally with meat added, or rice or pasta. Same with bread, although the shitty whole wheat option (as opposed to the nicer, fancier ones) is still better than white, IMO. Once in a while I can afford a bag of quinoa or lentil pasta. Part of the issue, from my experience anyway, is that people want a lot of options. You don’t need so many. Just find what you like or are OK with that fits in your budget and then just eat generally the same things forever. There’s endless ways to dress stuff up or make the same things differently.
