College might be confused with High School since in some languages high school is called something similar to college. I went to UT Austin and it had various colleges (i.e. College of Business, College of Engineering, etc). So guess to me a University is a collection of colleges. However the term “college” can generally mean a university or a stand-alone college…it’s one of those overarching words people don’t use very precisely. A college is an organization that awards undergraduate degrees. A university is a grouping of (typically) a college and a graduate school (the graduate school is mostly responsible for PhDs and to a lesser extent master’s degrees). Many universities also have professional programs (also referred to as schools). They mostly award master’s degrees or specialized degrees (e.g., a JD or MD). Almost all universities have a college and a graduate school. Not all colleges are part of universities, but the undergraduate degrees are considered equivalent regardless of whether a college is part of a university. Where I am we say community college (2 year associate degree) or college (4+ year degree). We wouldn’t say university unless giving the title of the college one is going to or thinking of going to.

I never call it just “the Dr Seuss Love I’m With The Banned Shirt in contrast I will get this university” unless I’m pronouncing the name of the university itself; otherwise, I just use the word college. In the US, college and university are used mostly interchangeably. What Canadians refer to as colleges are more like community colleges in the US Most Americans say ‘I am going to college’. We just don’t say ‘I am going to University’. I noticed this quite a bit when foreign students used ‘University’ in place of ‘college’ in the same referenced sentence. But I really didn’t know why, so I googled ‘America. College vs University’ and it tries to explain it. Basically for conversation purposes, they are interchangeable. p.s. GREAT question! They are used so interchangeably in the US that in American English this question doesn’t even make sense. Had to read it twice to make sure I knew what you were asking.
