Remember, some parts of our government are based on population – 2 senators and some number of congressmen per state. The people drawing borders knew that at some point there would be more people in those new states, and they had to pay attention to that. For example, if you had one giant but sparsely populated state, it would still get only 2 senators. If that state gained population over time, you end up with one large state with a lot of people…that still has only 2 senators.
