The trick is, when they do this, is to use your experience to find another job, and if they come back to you with a better offer, after finding a new job, don’t take it. Just leave. Don’t leave it open ended. No more than 90 day window. It seems like you have a good opportunity ahead of you and you should take advantage of it. I would do my best to master the role and frequently chat with management about when the pay raise will come. If they string you along, worst case scenario is you make a lateral move to another company (which is really a promotion!)

Up to you – either pass on the role they aren’t paying you for, or take it and add it to your resume and immediately start looking for comparable work that pays. If there’s a pathway formally into the role that’s clear and defined internally, you could even give that a shot – but that requires trust in the execs and hand, and if they were trustworthy they already wouldn’t be asking you to do this with not title update and no pay bump at all. This would probably look like an ‘acting’ title for you, with a pay raise for you (but less than your boss had been making) and a specific timeline and parameters for a final decision. Since that’s clearly not the case here, if it were me I’d probably take it to get the responsibilities on my resume and immediately start looking for a new job with similar responsibilities that moved my career forward. Chances are, title change and pay raise are non existent. You might be able to get something in writing, “if OP can meet these expectations by this date, OP will be given this title and this rate increase”. Definitely make sure whatever metrics are included are about your specific abilities within that role (i.e. can make x report without assistance, can competently handle and interview etc etc) and not tied to the performance of the team.
