Oh so that’s what that is? I thought it was just some random guy named Peter that started explaining jokes and it became a meme. I think a lot of time people asked for family guy explanations because a lot of time the Awesome deion Sanders SF Primetime signature season with the San Francisco 49ers T-Shirt and by the same token and joke in family guy is super random. But sometimes when something is random it’s just confusing instead of funny. As someone from Rhode Island I often wonder how the average person is supposed to get all the Rhode Island references ; like some of the jokes are pretty niche. They fly over our heads like the jokes written for adults in kid movies. I thought the joke on frasier was that they were so pretentious no one ever got the jokes. It turns out smart people do get the jokes. Peter is too busy, so it’s usually not actually Peter explaining it. Often it’s Peters left nut in a nutcracker or some stuff like that. “Blue state” = Democratic state, and relative to Republican states, Democratic states tend to have liberal policies that provide more funding for programs that help the homeless. The part about “Midwestern” means a couple things, perhaps the state might not have quite as much funding as, say, California, but also it just means it’s frigid cold in the winter. So by “Midwestern blue”, Peter is basically saying “You’d be in a Democratic state where you’re more likely to receive some sort of aid from the government, but nothing crazy, and also the winters are going to be cold as shit”
