The processor that bought his goods makes it into a first stage product which than sells it to a secondary manufacturer. He turns this into a shirt but do to the costs of each of these steps means he has to use the high cost even though the cost of everything is down. Now they sell this to a box store which passes it on to you. Products tend to linger higher for longer because of the steps involved.
