For the former, it is completely reasonable to ask your partner to just be a listening ear and not fix. For the latter I think it’s a little unreasonable. My husband does this a lot by the way—he complains that it’s too hot in the house, or we have no space in the cupboards, or that our kid’s toys are all over the floor. Complaining about them, but not doing anything about them himself or letting me do something about them just makes me miserable. Because now I am also bothered—both by the mess and by his complaining about the mess.
