Have the same issue where I live, and not just that I have personally seen the guy doing it twice and kicked him out of the communal bin area both times. It’s also been reported. If people are looking for electronics or other such value to sell they will do whatever it takes and bar being physical, clearly not a recommendation, they are unlikely to stop doing it even with a verbal warning – you can’t stare at the bin for 24 hours a day. Put up a sign saying the area is being monitored by CCTV cameras and fly tippers, and those responsible for leaving a mess, will be prosecuted. A harmless little white lie could be effective.

I lived in a block of council flats with bin areas exactly like this. After years of complaining (not dissimilar to your note) I can tell you absolutely fuck all happened. Sticking to facts will be more beneficial, emphasis the state of the bin area, the fact it’s attracting rodents so close to their property and that you’ve reported this to the management company who have advised they’ll look into those responsible.
