Therefore the vast majority of anyone in high level politics, business, media, or entertainment; usually already speaks fluent English.

Most of us DID take a foreign language in high school (sometimes middle school, if you were a good student). BUT most of us only know these languages at a rudimentary level. I had 4 years of Spanish in high school and 2 years of college German. I got good grades, but don’t even consider myself conversationally fluent. But I can say/read/write very basic things in those languages. It’s not complete ignorance of foreign language, but it’s certainly not the “polyglot mastery” that Euros consider the norm. Remember Hillary’s running mate? Tim Kaine? He’s proficient in Spanish. He even gave some of his acceptance speech at the DNC in 2016 in Spanish. While it is true that a big portion of the country speaks Spanish, that was far less true 50, 60, 70 years ago when the last few presidents outside of Obama were in school. Back then the world was smaller and the US was geographically isolated so you really only needed the local language, which for most of the US was English.
